Circulation Policies Check Outs | Library ID | Copying Charges | Lost Materials, fines, and overdue items In all instances, students and faculty of Arkansas State University-Newport have priority on the use of library materials and resources. Students will be required to present a student identification card at the circulation desk in order to borrow materials. Area residents may borrow materials after completing an ASU-Newport Library Card. Eligible Borrowers:
Check Outs Circulating Collection: Books in the circulating collection can be checked out for a two weeks and then rechecked for two additional weeks. A book should be brought back to the library in order to be rechecked. After a book has been checked out for the maximum period of time, it must be returned to the Library for 48 hours. If the book is still on the shelf, the patron can borrow it again. DVDs and Videos, unless labeled "Library Use Only" or placed on reserve, can be checked out for one week. They cannot be rechecked for a consecutive time period. A patron may request that a checked-out item be held for him/her when the item is returned to the library. A student may borrow a maximum of five (5) items, with no more than three being from the reserve collection. Equipment: Equipment circulates to faculty and staff for instructional purposes. An exception to this policy is made for community and civic groups. Equipment will be lent to community and civic groups at the discretion of the librarian. Laptops Dell Laptop Computer and Digital Projector Use Policy Projector and the Dell Laptop are available for college sanctioned events only. Projector and the Dell Laptop are for faculty and staff use. Report theft of equipment to campus police and library immediately. We will not be responsible for any files or personal information stored on the laptop. Remember, this is state property, and everything stored on it is the property of the state. Gateway Laptop Computer Policy Students must present their student identification card to borrow a laptop. Students may check out Gateway laptop computers for In-Library use only. Students who check out the equipment will be responsible for the equipment. Equipment may only be checked out by the person who will be financially responsible for it. Report the theft of equipment to campus police and library immediately. We will not be responsible for any files or personal information stored on the laptop. Remember, this is state property, and everything stored on it is the property of the state. Reference materials and periodicals: Reference materials and periodicals (magazines, etc.) must be used in the library. An exception is made to this rule for faculty and staff. However, faculty members or staff members must obtain authorization from the librarian. Any reference materials or periodicals so approved for check out must be returned within (2) days. Reserves: Instructors place items on reserve in order to ensure availability of high demand items needed for a particular class. It is crucial that reserve items be accessible to all students in a class. Therefore, as a general rule, reserve items do not leave the library. However, some instructors may want the items available for limited check out. For example, an instructor may want the item to be available for one, two, or three-day check out. If so, the library will circulate the item for the length of time specified by the instructor (not exceed the regular check-out period). A patron can have no more than three reserve items checked out to him to her at one time. Reserve items may not be rechecked; but, as with items in the regular collection, a patron may check out an item again after leaving the item on the shelf for 48 hours. Instructors wishing to place materials on reserve must notify the library staff by filling out the appropriate form.

Copying Charges Patrons may make copies of items that cannot leave the library such as periodicals and reserve items as long as copyright laws are not violated. A five-cent ($.05) charge per page is assessed to partially offset the costs of copying. The charge for transparencies produced on the copy machine or on a printer will be 30 cents ($.30). This charge is based upon current market price of transparency film and copying costs.
Lost materials, fines, and overdue items A patron must pay for any item checked out under his/her name that is lost or damaged beyond repair. The librarian will make the decision as to whether an item is damaged to the extent that it cannot be repaired. If a book requires rebinding due to patron negligence, the patron must bear the cost of the binding. If a patron does not return an item, or damaged an item beyond repair, the patron must pay for the item by remitting the purchase price of the item or paying a processing fee of $10 per item, whichever is greater. If the purchase price cannot be determined or if the item was a gift, a processing fee of $10 will be charged. Except for reserve items, fines are not charged for overdue materials. When items become overdue, the patron will be sent two notices asking for return of the materials. After the second notification, a notice will be mailed to the patron, asking the patron to either return the items or pay for the items according to the terms stated in the circulation policy. Overdue charges for reserve items are 10 cents ($.10) per hour per item or any fraction of an hour that the materials are past due, not to exceed $3 per item. The purpose of reserve service is to provide short-term use for high-demand materials in order to give all students an opportunity to use the materials. Therefore, fines are stiff and are designed to encourage prompt return of reserve items. The university will not release transcripts of any students who has not cleared fines or paid for lost or damaged library materials checked out under his/her name.
Searches on the Online Catalog If you do not find a book in the stacks, ask at the Circulation Desk for assistance. If the book cannot be located, a search form will be filled out and you will be notified when the book is located.
Holds If an item is checked out, customers can ask a staff member at the Circulation Desk to put a hold on the item. When the item becomes available, you will be notified, and it will be held for you at the Circulation Desk for seven (7) days. |
